Preheat the oven to 375°F (190°C).
Prepare the phyllo dough by laying out one sheet and brushing it lightly with olive oil.
Layer another sheet of phyllo on top, brush with olive oil, and repeat until you have four layers.
In a bowl, crumble the feta cheese and mix in honey, chili flakes, salt, and pepper.
Place a portion of the feta mixture at one end of the phyllo, then roll it up tightly.
Brush the outside of the rolled phyllo with olive oil to promote browning during baking.
Place the rolls on a baking sheet lined with parchment paper and bake for 25-30 minutes or until golden brown.
While the rolls are baking, prepare the chili honey by heating honey and mixing in additional chili flakes as desired.
Remove the rolls from the oven, drizzle with chili honey, and garnish with fresh parsley before serving.
